In the grand scheme of things, making a concept album about Imelda Marcos, with guest spots by Tori Amos and Santigold, is a bit weird. But for David Byrne -- Talking Heads singer, art legend and the guy who just turned a building into an instrument -- it's par for the course. His next project, produced by Fatboy Slim, is all about the shoe-hoarding dictator.
